A blank Permit, saying “you can do business, any business,” it would be more of a contract and 25 dollar resource fee (paper, admin) and agreement to share 2% of sales with the city.
If an individual wants to start a Hot Rod or Car Pimping Garage, Comedy Club or Bar, a Food Service, even a loan whore in her or his own apartment, anything.
They are still responsible for following laws, bylaws, but most laws would be a fed pr provincial concern to enforce. We hold no liabilities and you agree to take no corporate welfare, no grants and no bailouts from any level of Government in return. This is not protection, this is an ability to try your own personal desire to make money, a business your way. Still responsible for the health and legal liabilities of your business.

It’s not for this process to judge what you sell or make for sale, but yours to be responsible for it. With a revenue share, the tax payer can benefit too, so they have little reason to really end up in your grill over some issues about your taste.
